In the past year, there have been significant changes in the municipal bond market. With failed auctions, insurer downgrades, the departure of a prominent investment banking firm, the start-up of a new bond insurer, criminal investigations, and a “credit crunch,” stories featuring municipal bonds have led the national news during the past several months. This news has caught the attention of lawmakers and regulators, who have been busy passing new laws and providing guidance to the market. And all of this is layered upon other market initiatives, such as the MSRB's new EMMA system, that have been unveiled as the municipal bond market continues to adapt to new technology and financial products. The 2008 Bond Attorneys' Workshop has been structured to help practitioners better understand the impact these changes will have on the practice of municipal finance law.
