Guy Dempsey, a partner in the firm's Financial Services Practice, was quoted in an article in the Wall Street Journal on the uncertainty caused by the impending effective date for many of the new legal requirements for derivatives mandated by the Dodd-Frank Wall Street Reform and Consumer Protection Act. Numerous provisions of Dodd-Frank are scheduled to take effect on July 16 even though regulators have yet to issue the many final rules that are necessary to flesh out the statutory scheme. As a result, swap market participants are worried about their ability to comply with the new provisions for lack of guidance as to their details.
