About Chad R. Doobay

Chad Doobay arranges the financing that nonprofit organizations and state and local governments rely on for projects that benefit the public good. He represents a broad range of clients, including issuers, underwriters, borrowers and banks. He also advises health systems, educational organizations, and other vital community institutions throughout the United States on disclosure obligations, public and corporate approvals, deal structuring and post-issuance compliance.

Multiple Perspectives Translate to Valuable Insights

Chad has broad experience in both tax-exempt and taxable financings, including public offerings, direct purchases and private placements. He advises clients on financings involving a variety of structures, including fixed and variable rate, letter of credit, bond insurance and certificates of participation. He has also assisted clients in the bond financing mechanics relating to affiliation agreements, energy savings contracts, tender offers and forward-delivery agreements.

In all matters, Chad takes a highly collaborative approach, with clients noting that he is a “great collaborator” who “is detail-oriented, identifies problems and comes up with solutions (Chambers USA 2024).” He can understand different perspectives because, at various points, he has played every role in the financings he handles. Having counseled issuers, borrowers, underwriters and banks, he has insight into the issues that matter to each side and “is always bringing the team back to the key issues and focusing on what needs to be solved (Chambers USA 2024).”

Chad is dedicated to helping institutions that support healthy communities. In addition to hospitals and health systems, he advises universities, secondary schools, charter schools, continuing care retirement communities, museums, cultural institutions and transportation agencies throughout the United States on disclosure and other obligations in connection with financings. Chad's designation as an Emerging Leader by the Chicago Council on Global Affairs and service on the board of directors of the National Immigrant Justice Center further reflect his commitment to the public good.
