Partner and Affordable Housing and Community Development Co-Chair Louise Carroll appeared on an episode of The Bells I Hear, discussing her journey, key projects and innovative strategies to tackle New York City's housing crisis. Louise, a former commissioner of the New York City Department of Housing Preservation and Development (HPD) and chair of the New York City Housing Development Corporation (HDC), shared how the COVID-19 pandemic presented challenges and opportunities for innovation in affordable housing development and various assistance programs. She stated, "The ability to … either create programs, change programs, or use existing programs to help produce housing for people who otherwise could not afford it was a very rewarding thing for me."
Louise shared how public-private partnerships play a key role in the production of affordable housing in New York City. Whether it is developers approaching the city with land and a proposal for affordable housing, or the city issuing requests for proposals (RFPs) for developers to compete for city-owned land, it’s the collaboration that makes these projects viable.
